I hope some of you in the field of export and import trade may not know about Black list certificate. I learned about Black list certificate only after a couple of years of my career in International Trade. When I was going through a Letter of Credit before shipment, Black List Certificate was one of the requirements of export consignment. Once a Letter of Credit opened and receives a copy on my table at export department, I had a habit of reading the same after reproducing a copy of letter of credit. I always make a Xerox copy of one set of Letter of credit and used to read carefully, each word mentioned as the terms and conditions.
A separate note is prepared my mentioning the requirements of each document one by one. This is a good habit which I felt later also. So if you are in an export documentation department, I personally suggest you to develop this good habit which helps you a lot in proper documentation in Letter of credit.
Ok, let us come back to the subject, what is meant by Black List Certificate?
Due to political policy between one country to another country, each country may ban for any movements of goods to other’s country. They do not admit any vessel who calls the ports of said country. For example, if a country ABC does have a cold war with another country XYZ. ABC has a policy, not to import any goods from the ship which touches the port of XYZ. Here, ABC not only imports any goods from XYZ, but also will not allow vessel, which call the ports of XYZ. So when order goods from any country, ABC as a buyer insists the exporter to produce a certificate from ship owner or their agent that their vessel does not call any ports of XYZ. Without the said certificate from shipping company, an importer in ABC can not complete import customs clearance procedures to take delivery of goods. If any goods to be imported to XYZ also, the buyers in XYZ insist their suppliers of goods to produce a black list certificate that the shipping carrier’s vessel who carries his goods does not call any ports of XYZ. Interesting – right? Let us dream a day when no country insists such ‘BLACK LIST CERTIFICATE’ in international trade. Am I right?.
